CUSTOMS AND OTHER DUTIES
Arising from Ireland's membership of the EU, goods can be imported duty free from other EU countries. Goods imported from outside the EU are subject to import charges ( ie customs duty, anti-dumping duty, countervailing and excise duties, where applicable ) and vat.
The EU has preferred tariff agreements with certain countries and country groupings which can result in the rates being reduced or eliminated
The Integrated Tariff of Ireland ( " the Tariff") provides a range of information relating to importing and exporting. In particular it lists duty rates and other directions such as import licensing and preferential duty rates when importing from outside the EU and exporting outside the EU. Each EU Member State has a Tariff in equivalent format.
Reliefs
Duty Reliefs procedures are available that can (i) provide relief from or delay payment of duty and or vat, (ii) allow reduced or nil rates of duty to be applied to goods, if they are permanently or temporarily imported under specific conditions and /or imported to a specific location and (iii) provide relief from duty and or vat for some goods temporarily exported to or retuned from outside the EU.
One of these is warehousing. This is a procedure whereby the payment of import duty and /or VAT can be suspended or delayed when non-Community goods are stored in a defined location ( premises or place ) or under an inventory system authorised as a customs warehouse.
Another is Inward Processing Relief. This can be used to obtain duty relief on goods you import from outside the EU for processing and re-export from the EU. It can provide relief from customs duty, anti-dumping duty and countervailing duty but does not relieve excise duties.
